城市水环境治理绩效评估的实证研究

An Empirical Study on Performance Evaluation of Urban Water Environment Treatment

建立由职能指标、效益指标、潜力指标构成的城市水环境治理绩效评估指标体系,确定指标分级标准和权重,以北京、上海和杭州为研究对象进行了实证评估。结果表明,这些城市的水环境治理绩效不断提高,其中职能指标得分最高,潜力指标次之,效益指标得分最低。该评估指标体系能反映政府在水环境治理方面的进步和不足,具有一定的应用价值。

A performance evaluation index system of urban water environment treatment including function, benefit and potential indexes was constructed, grading standards and weights of indexes were determined, and an empirical assessment was made in Beijing, Shanghai and Hangzhou. The results showed that： the performances of water environment treatment in these cities were increasing. The score of function index was always the highest while that of benefit was always the lowest. This evaluation index system could reflect the progress and shortcomings of governments in water environment treatment, and has certain application value.
