生态型政府政策议程的设立,是关系到政府治理活动追求人与自然自然性和谐目标能否实现的关键环节。面对纷繁复杂的各类社会问题,只有类似于不断蔓延的全球性生态政治运动、传统的管理体制和经济发展模式在现阶段显现的弊端,以及社会主义生态文化建设滞后和生态环境不断恶化等极少数社会问题可能引起政府决策者的重视,进入政策议程。这就需要诸如政府管理人员、大众传媒、生态公民、民间环保组织等因素在推动相关社会问题成为生态型政府政策议程方面发挥积极的作用。

The foundation of ecological government＇s policy agenda is the key point of the seeking for the harmony between human being and nature of the government＇s management. Facing the complex social problems, the policy makers of government only pay attention to the global ecological political movement, traditional method of management, drawbacks of economical development model, and the lag of ecological culture construction of socialism, etc. and take them to the policy agenda. It needs governmental managers, mass media, ecological citizens, folk environmental groups, etc. to promote the related social problems to play main role of the ecological government＇s policy agenda.
