摘要
我国的资源禀赋决定了在相当长的时期内我国以煤为主的能源结构不会改变。2007年11月29日,国家发改委正式对外发布了我国第一部《煤炭产业政策》。政策明确提出,我国将建设13个大型煤炭基地,且优先发展循环经济和资源综合利用项目。文章基于目前研究成果阐述了《能源(煤)化工基地发展循环经济环境保护导则》编制的作用、框架和基本内容,为下一步导则的具体编制提供了框架和技术基础。
China＇s resource endowments determine the coal-dominated energy structure will not change in the long period of time. November 294, 2007, the National Development and Reform Commission officially launched China＇s first ＂Coal Industry Policy＂. Policy clearly stated that China will build 13 large coal bases, and give priority to the development of circular economy and resource comprehensive utilization project. Based on current research, this article describes the role, framework and basic contents of ＂Environmental Protection Guide for Developing Circular Economy in Energy （Coal） Chemical Industry Base＂.
