Open access is a kind of new academic information exchange publishing pattern,and that the role of library,information resource construction,technical requirements,service mode and the quality of library staff has certain effect.The article presents the definition and present situation of development of open access,and well-known open access resource at home and abroad,and points out that work staffs of periodicals in university library should actively widen their thinking,and try to explore the thinking of development of periodical resources construction and service under the environment of open access,to publicize positively open access knowledge,Pay attention to the open access journals resource construction,integration,organization and reveal,and increase librarians＇ quality,fully open access information resources development and utilization of library service,innovation.
