渠道工程移民安置规划设计中应注意的几个问题——以乐滩灌区引水工程征地移民为例

Some Attentive Issues in the Planning & Design of the Resettlement in the Channel Engineering ——Taking the Letan Irrigated Area Diversion Project Land Acquisition & Resettlement as an Example

渠道工程移民是水利水电工程移民的一种,具有影响范围带状分布、受影响地区政策与条件差异大、被征地对象类型复杂、临时占地规模大、征地面积中耕地面积比例较高等特点。以桂中治旱工程——乐滩灌区引水工程征地移民为例,分析了渠道工程移民与水库移民的差异,在简述当前移民安置规划设计工作的基础上,就"工程建设与移民权益维护并重"设计理念需要加强、渠道移民享受后期扶持政策的适用性等渠道工程移民规划设计中应注意的几个问题展开了论述。

As a kind of hydropower engineering resettlement, channel engineering resettlement has such features as big differences in the policies and conditions of the coverage zonal distribution and affected districts, complex types of people involved in land requisition, large temporary land occupation, bigger proportion of agricultural acreage. This article takes the Mid-Gnangxi Governing Drought Project--Letan Irrigated Area Diversion Project Land Acquisition ＆ Resettlement as an example to analyze the differences between the channel project and reservoir region resettlement, discusses such attentive issues in the channel project resettlement planning ＆ design as strengthening the design idea ＂Lay equal stress on the project construction and the rights of the immigrates＂ and the analysis on the applicability of the issue that the channel immigrates enjoys the later supportive policy.
