农村土地流转总体上表现出流转速度加快、流转类型多样、流转主体多元化、以短期流转为主、由市场决定价格、租金支付方式多样等特点,流转土地表现为种植大户、龙头企业、专业合作社、集体统一经营、股份合作经营等形式,并表现出流转组织化水平提高、仍以种粮为主、农民权益得到有效保护、政府鼓励等新趋势,土地流转优化了农村资源配置、促进了现代农业建设、提升了农业产业素质、促进了农民增收和农民生活方式转变;在推进土地规范流转方面应切实落实土地承包关系长久不变政策,引导流转行为长期化、规范化,正确引导工商资本参与流转,强化对规模经营以及粮食生产的政策扶持,完善粮食主产区利益补偿机制,健全农民社会保障体系,加强政府部门对土地流转的服务与管理。

Rural land transfer shows the overall characteristic of speeding up, with multiple styles, and having diversified partner. Various types of transfer emerge, and have the new trends of improving degree of organization, taking crop cultivation as the major element, with the government incentives, and farmer’s rights are effectively protected. In the future, we need to continue to promote land transfer by implementing land contract relations unchanged for long run, leading land transfer to a long-term behavior, and enforcing standardization, to enhance its services and management.
