我国公共图书馆治理评价体系的构建——基于善治视角的研究

Construction of Governance Evaluation on China's Public Libraries——From the Perspective of Good Governance

论述善治体现社会权利的涵义和对人的全面发展的重视,是国家权力向社会的回归,是一个还政于民、使公共利益最大化的社会管理过程。公共图书馆治理评价应在善治目标的指引下,构建出能够反映善治目标的评价体系。以善治为视角,尝试从服务、公平、参与性、责任性、回应性、法治、透明性等7个维度构建我国公共图书馆治理评价体系。

Good governance represents the meaning of society rights and the attention of all-round development of human beings. It is a way of returning the state power to civilians and maximizing public profits. Govermance evaluation of public libraries should focus on good governance. This paper discusses the construction of the governance evaluation of public libraries from the perspective of good governance with seven dimensions, including service, fairness, participation, accountability, responsiveness, rule of law, and transparency.
