自2006年国务院提出探索适合农民工特点的养老保险制度以来,理论界观点纷呈;各地八仙过海,各显神通,进行了不同模式的探索;国家对农民工养老保险制度模式也很困惑。因此,到目前为止,农民工养老保险何去何从仍无定论。从社会保障法的公平、正义、共享的价值取向出发,对我国建国以来的社会保障制度和2006年以来各地的农民工养老保险的模式进行了理性的分析,在此基础上从长远和全局的角度设想了农民工养老保险的模式。

Since the State Council brought up to set up migrant worker endowment Insurance system from the year of 2006, theoretical circle brought up many viewpoints, many places like the Eight Immortals crossing the sea, each one showing his or her special prowess, to seek all kinds of models, the State Council is perplexed. So migrant-worker endowment insurance system is puzzled up to present. This article rationally analyze our social security system from the People＇s Republic of China established and migrant-worker endowment insurance models of many places from the year of 2006 in the sight of social security law value orientation： impartial, justice and share. And at last, the author brings up rational migrant-worker endowment insurance model.
