摘要 指出铁路运输企业在实行资产经营责任制的条件下,以经济效益为中心,追求资源利用效率和利润的最大化。因此,运力配置不能以高峰期客流量为标准,在客流高峰期,必须妥善处理好各种内、外部关系,发挥多种交通方式的作用,实现合理分流。本文以客流的波动性为前提,从铁路局的管理层面和资源合理配置的角度,对上述问题进行论述。 Under the condition of carrying out the assets operation responsibility system, the railway transportation enterprises should take the economic benefits as the central issue and seek the utilizing efficiency of resources and maximized profits. Therefore, the allocation of the transport capacity cannot take the peak passenger traffic volume as the standard. During the period of peak passenger flow, various internal and external relations should be dealt with properly with the multiple modes of transportation be brought into play and for the realization of rational diversification. Based on the fluctuation of passenger flow, the above-mentioned problems are elaborated in this article from the angles of the railway administration management level and the rational resources allocation.
