摘要
我国电力工业长期执行“大力发展火电”或“继续发展火电”的方针,在电力结构中火电占有较大比重,并存在环境保护等问题。作者分析了我国火电存在的大机组比重小、品种单一、煤耗高,机组性能和质量也不稳定,以及燃煤电厂SO2 和NOx 排放未得到有效控制等现状,建议按计划关停小火电机组,发展高效、清洁的大型火电机组;强化火电技术改造,提高效益;加快开发洁净煤发电技术,重视燃气轮机发电技术及联合循环发电;鼓励发展热电联产机组。
China's power industry has been adopting the policy of “vigorously developing thermal power” or “continuously developing thermal power” over a long period of time,thus thermal power constituting larger proportion in the power mix and resulting in environmental protection etc. problems.The author analyzes smaller share of large size generating units,unitary product,high coal consumption,unstable performance and quality of products,as well as SO 2 and NO x emissions not being under effective control etc. problems existing in China's thermal power.He suggests to shutdown small thermal units as planned,develop high efficiency,low emission,large size thermal units;to enhance thermal power retrofit,improve economic benefit;to speed up development of clean coal electricity generation technology,attach importance to gas turbine combinced cycle electricity generation;and to encourage developing cogeneration units,thus to optimize China's thermal power mix.
