摘要
分析了影响再生资源回收利用基地建设项目运营效果的主要因素;强调了重视建设项目前期工作的必要性;在解读国家相关政策走向并结合本地区实际的基础上,探索性地提出基地建设新型模式的工作思路,规划设计了可以优化重组的"三大关联板块"和"三大公益板块",简述了管理模式创新型龙头企业的战略方针及其解决具体问题的对策措施。
The influential factors of construction projects for resource recycling and utilization base were firstly introduced,and the significance of the Preliminary work was pointed out.Based on an analysis of relative policies and local situation,a construction clue of new-type base was put forward,and 3 associated segments,as well as 3public interested segments which could be optimized and recombined were designed.Finally,the strategic principal for the management-innovated leading enterprises and targeted suggestions were proposed.
