摘要
当今社会房价逐年偏高,今年全国人大、政协"两会"上,几乎一半以上的议案都是围绕高房价,老百姓也把安居希望寄托于两会,正如某房地产界知名人士所形容的,"两会"似已变相成了房地产大会。当政府和社会各界都把目光聚焦于"房价"之上时,毫无疑问,"房价"这等民生大事肯定位列两会热议的首位。房价过高的原因有很多种,有人说是城市建设用地供给的有限性造成的,有人说是各种住房需求的增长造成的,有人说是由于房地产开发商对信息的操纵放大了市场失衡的状态等等。但是这些都不是根本原因,房价过高的根源在于中国不合理的税收制度———分税制。浅析高房价与税收制度的关系,并提出解决高房价的措施。
The housing prices are getting higher and higher in today's society every year.Almost half of the motion is around the high prices on the NPC and CPPCC 'two sessions' this year.People also put their hopes on 'two sessions'.As described by a prominent real-estate sector,the 'two sessions' appears to have become a real-estate conference in disguise.There is no doubt that the 'housing prices' which is a major event related with people's livelihood is in the fist place on 'two sessions' When the Government and the community are focusing on 'housing prices'.There are many reasons for the high housing prices.Someone said that they are caused by the limited supply of urban construction land.Someone said that they are caused by the growth of a variety of housing demand.Some people said they are caused by real estate developers' manipulation of the information which enlarged the state of the market imbalance and so on.But these are not the root causes.The source of high housing prices is the unreasonable taxation system in China-tax sharing system.This article will analyse the relationship between the high housing prices and the tax system and propose the solutions to address the high prices.
