It has been proved by practice that utilization of foreign investments has played a critical role in the development of China＇s economy.However,with the passive status in the economic development,developing countries are likely to develop their economy at the expense of their environment with the international division of labor,which in turn has not only caused the deterioration of local environment,but also seriously influenced China＇s sustainable development.How to keep high-speed development and maintain benign cycle in the opening to the outside world have become urgent affairs in the utilization of foreign funds.
