为了公正客观地评标并选择最优的项目管理者,利用集对理论,建立项目评标的集对分析模型,在分析实际投标人与理想投标人的同一度的基础上,对投标人进行评估,从而选出最优的中标人,最后通过实例证明该方法具有科学性和可比性.

In order to bid the objective evaluation and select the best project managers,based on the RSDM,this paper establishes the Pair Analysis Model of PM.On the analysis of the gene identity between the bidders and the ideal ones,it makes an evaluation on the bidders,and then chooses the best one through the empirical study.Thereby it is characterized by scientificity and comparability.
