公共选择视野下的警察组织间关系

根据公共选择理论可知,公共组织有其追求自身利益最大化的一面,在追求自身利益最大化的时候不可避免的与相关联组织发生利益冲突,进而损害整体效益。体制上的缺陷造成我国各地各级警察组织为各自利益进行了持久的博弈,而地方警察组织的地方保护主义以及各级警察组织利益追求最大化是当前我国警察组织间协作的诸多问题的主因。因此,完善组织制度、规范警察行为、深化改革警察组织结构和提高警务人员素质是解决当前警察组织间协作问题的必由之路。

According to the public choice theory,the public organization compares to pursue own benefit maximization.When it pursues own benefit maximization,it is inevitable the benefit of organizations has the conflict,Then it harm overall benefit.Because the system,history and so on,the our country various police organizations carry on lasting gambling for respective benefit.The maximization of The organization benefit is principal factor the police service cooperation is not harmonious.Therefore,it is necessary to analysis police service cooperation by the public choice theory.
