中国共产党建党伊始就实行党的代表大会年会制,开始了探索党代会常任制的历程。党的第一代领导集体明确提出党代会常任制,并对其进行了初步实践。改革开放以后掀起了两次党代会常任制实践的高潮。党代会常任制改革在实践中曲折发展,有其深刻的原因。党代会常任制改革,要立足于中国国情,绝不能照搬西方政党运作模式;党代会常任制改革是一个复杂的系统工程,不可能一蹴而就,要坚持"积极稳妥、扎实有效"的原则。

The Communist Party of China began to implement the system of representative congress from the very beginning,starting to explore the permanent tenure system.The new generation of the party's leadership explicitly proposed this system and carried out initial practice.After the reform and opening up,there have been two high tides for practicing this system.The uneven development of the permanent tenure system had some profound reasons.The reform of the permanent tenure system should be based on China's situation and can never imitate that of the western countries.The reform,a complex systematic project,cannot be done once and for all and should follow the principle of 'positive steadiness and firm effectiveness'.
