黄河宁夏标准化堤防模式实践与探索

Practice and exploration on standardized embankment construction mode along Yellow River in Ningxia

"天下黄河富宁夏"。从古到今,宁夏经济社会发展无一不与黄河紧密相连。自古黄河还有"十年河东,十年河西"之说,宁夏段因河势不能得到有效控制,洪、凌灾害造成塌岸频繁,严重威胁群众生命安全,影响区域发展。结合宁夏沿黄城市带"一核两翼多点"发展框架,通过经济社会与生态环境发展需求,提出了黄河宁夏标准化堤防"一堤六线"内涵,分析总结了黄河流域"宁夏模式"标准化堤防建设的成功经验。

As the saying goes,＂Yellow River accumulates its wealth in Ningxia.＂ Since the ancient times,the economic and social development of Xingxia Hui Autonomous Region is closely linked to Yellow River.However,there is another saying that ＂Yellow River swings to the east bank this decade,and the west next ten years.＂ It is difficult to effectively control the regime of the river section in Ningxia,resulting in floods and ice floods that cause embankment collapse,threatening life security and regional development.Based on the development framework of ＂one core,two wings and multiple points＂ for the cities along the river in Ningxia,through analysis on demands of economic,social,ecological and environmental development,this paper proposes the ＂one embankment and six lines＂ concept for the standardized embankment along Yellow River in Ningxia,and summarizes the experience of ＂Ningxia mode＂ accumulated in the process of building such embankment in the autonomous region.
