产业结构视阈下经济增长与就业失衡研究——以内蒙古为例

Research on Imbalance Between Economic Growth and Employment Under the Industrial Structure Vision——Take Inner Mongolia for example

增加就业是解决民生问题、实现国强民富和包容性增长的内在要求。通过对内蒙古1980-2009年经济增长、产业结构和就业结构的分析,能够在产业结构视阈下揭示内蒙古经济增长与就业增长失衡的状况。第一产业劳动力难以有效转移、第二产业内部结构不合理和第三产业发展相对缓慢是造成失衡现象的主要原因,国有企业改革、其他类型企业发展缓慢也加剧了失衡。保持较快的经济增长速度、加快第二产业发展和产业结构调整、制定切实可行的促进就业增长的政策措施、加大人力资本投资力度和加快中小企业发展等是解决失衡现象的路径选择。

To Increase the quantity of employment is the important content of livelihood,furthermore,it is the inherent requirement to achieve ＂the people live in plenty and the country is strong＂ and ＂inclusive growth＂.The paper analyzes the economic growth,industrial structure and employment structure in Inner Mongolia from 1980 to 2009,reveals the imbalance between economic growth and employment growth under the vision of industrial structure,and points out the main reasons of the imbalance are that the labor force can not effectively transfer from the primary industry,secondary industry internal structure is irrational and tertiary industry develops slowly.State-owned enterprise reform and other types of enterprises slow development also contributed to the imbalance.There are the paths that： to maintain economic growth rapid,to accelerate the development of secondary industry and adjust the industrial structure,to draft the practical policies and measures to promote employment growth,to increase human capital investment and accelerate the development of SMEs,etc.
