摘要
在着力推进党的建设科学化的态势下,提高年轻干部培育的科学化水平已经迫在眉睫。党成立90年来,已经形成了关于选拔培养年轻干部的一系列重大思想观点,构建了相应的政策法规体系,成为年轻干部培育科学化的重要思想来源。根据年轻干部的成长成才规律,从年轻干部的储备、培养、选拔、锻炼、教育、监管等环节设置的年轻干部培育科学化的流程,应该成为年轻干部培育的科学方法与模式。提高年轻干部培育的科学化水平最终要靠制度保障,在制度安排上当前要突出完善党管干部制度、完善后备干部制度、建立健全干部职务任期制和弹劾罢免制度、建立规范的年轻干部选拔制度等制度建设。
To greatly forward scientific construction of the Party has made the improvement of scientific cultivation of young cadres extremely urgent.During the 90-year history of the Party,a series of important viewpoints on the selection and training of young cadres has formed and relevant policies and regulations have been implemented.These have become the main origin of scientific training of young cadres.According to the way of talent-formation,a process concerning with reservation,training,selection,adversity undergoing,education and supervision should be regarded as the scientific method and pattern of the cultivation.Finally,the improvement of the scientific cultivation is subject to efficient systems which include a perfect system that the Party is in charge of cadre management,a healthy system of cadre reservation and selection,and a normalized system of fixed-term appointment and impeachment.
