WTO服务贸易谈判的历程回顾与前瞻

2000年2月25日,WTO服务贸易理事会召开特别会议,开启了新回合服务贸易领域的谈判。2001年,服务贸易谈判被纳入多哈回合,成为多哈发展议程"一揽子协议"中的一部分。此后,服务贸易谈判经历了坎昆部长级会议的失败、2004年"七月框架协议"的达成,《香港部长会议宣言》的达成,多哈回合的中止与重启,2008年小型部长级会议的失败。全球金融危机时期,各国政府表现出强烈的尽快结束谈判的政治意愿。这一意愿目前仍未衰减,我们期待2011年包括服务贸易谈判在内的多哈回合的顺利结束。

WTO services negotiations began on Feb 25th,2000.At the Doha Ministerial Conference in November 2001 the services negotiations became part of the ＂single undertaking＂ under the Doha Development Agenda.After that,Kan Kun Ministerial Conference failed in 2003,＂July Package＂ was concluded in 2004,＂Hong Kong Ministerial Conference Declaration＂ was adopted in 2006,Doha negotiations were suspended and resumed respectively in 2006 and 2007,and small Ministerial Conference failed in 2008.During the period of global financial crisis,many states goverments express their strong hope for concluding the negotiations at the end of the yerar of 2000.Although it is not realized but the political wills are still strong.We eagerly hope that the WTO service negotiation will be concluded next year.
