在现行的大环境下，音乐教育观念、内容、方法、手段和评价体系等方面都已不能满足素质教育发展的要求。这种状况影响着音乐教育审美功能的有效发挥，同时也制约着我国中小学音乐教育事业的发展。本文现对突出课程改革的三维目标改变学生的“情感态度与价值观、过程与方法、知识与技能”进行了探讨。
