家电下乡政策实施中的问题及其完善

Subsidizing Home Electronic Appliances for Rural Area:the Practical Choice to Expand Rural Area's Spending

本文分析了家电下乡政策所构建的面向农村市场的消费激励体系、监管体系、生产体系、物流体系及售后服务体系存在的问题。在这五大体系的支撑下,家电下乡政策实施效果值得肯定,但其政策公平性仍需进一步加强。未来家电下乡仍将是推进农村家电消费发展的有效模式,政府和企业应当在实践中逐步完善,构建完善而合理的农村消费市场环境。同时,采取适当措施,更加关注地区公平,缩小地区间福利差距。

Based on the policy design, implementation and effects of subsidizing home electronic appliances to rural area policy, this paper analyzes the shortcomings of the ＂five systems＂ which are established along with the policy. The ＂five systems＂ includes rural market consumption incentive system, supervision system, production system, logistics system and after-sales service system. Those five systems contribute to the implementation and ef- fectiveness of the policy, but they put less stress on the equity issue of the policy, resulting in a regional disparity of subsidizing. In the future, subsidizing electrical appliances purchase policy will still be an effective development strategy, accelerating the rural home appliance consumption. Government and enterprises should gradually improve the ＂five system＂ in practice, so as to construct complete and reasonable market for rural consumption. At the same time, appropriate measures regarding to fairness as well as income gap should be introduced as well.
