随着社会经济的发展,农民生活方式的巨大变化和消费水平的极大提高,农村生活污染已成为当前农业面源污染的主要来源。制度的缺失是农村生活污染肆虐蔓延的主要原因,其根源可归结于市场失灵与政府失灵两个方面。本文在分析农村生活污染防治制度缺失的表现及其原因基础上,提出了农村生活污染防治的制度构建。

With the development of the social economy, the great change of farmer lifestyle and the great enhancement of consumption level, the rural life pollution has become the main source of non-point source pollution in the country at present. The shortage of system is the main reason why the rural life pollution spread ragingly, which can be attributed to the market failure and the government failure. This article put forward the establishment of the system on the prevention and cure of rural life pollution on the basis of analyzing the expression and the reason of the shortage of the system on the prevention and cure of rural life pollution.
