A Study on the Efficiency of Supply in Public Library Institution

公共图书馆作为一种保障公民知识自由权利的制度安排,其供给效率取决于公民对公共图书馆制度需求的满意程度,这说明公共图书馆制度供给效率是包含公平内涵的效率。以往对公共图书馆制度效率的测评方法没有充分考虑服务公平度和读者满意度因素,文章着重从投入保障度、服务公平度和读者满意度三个方面评价公共图书馆制度的供给效率,从而体现效率与公平的有机结合。

Public library,whose supply efficiency lies in the degree of citizens＇ satisfaction of the demand of the public library institution,is a institutional arrangement to guarantee people＇s intellectual freedom right.That means the supply efficiency of the public library institution is the one that contains the essence of equity.An old way to assess the efficiency of this institution failed to take investment supportability and service equity into full consideration.Therefore,this dissertation tries to assess the supply efficiency of the public library institution from three aspects,i.e.degree of investment supportability,degree of service equity and degree of readers＇ satisfaction,so as to exemplify the combination of efficiency and equality.
