Framework of Public Crisis Governance Ability

公共危机治理力是指在公共危机的生命周期里,应对公共危机的多种能力构成的合力,包括沟通力、整合力、预测力、回应力和恢复力。预测力、回应力和恢复力沿着公共危机生命周期发挥作用;沟通力和整合力是基础性的能力,为预测力、回应力和恢复力的发挥提供支撑。公共危机治理力的提升需要同时提高这"五力"。

Public crisis governance capacity refers to the join forces composed of various competences coping public crisis in the life cycle of public crisis,including communication skill,integration skill,predictive ability,responsive capability and restoring capacity.Predictive ability,responsive capability and restoring capacity play their role along with the life cycle of public crisis;being the basic abilities,communication skill and integration skill provide supports for predictive ability,responsive capability and restoring capacity.The enhancement of public crisis governance capacities requires a simultaneous strengthening of the five ＂abilities＂.
