论碳金融市场中的政府监管

碳金融市场在其运行过程中存在"市场失灵"现象,克服"市场失灵"的有效手段是政府监管。通过对我国碳金融市场基本情况的分析,得出导致碳金融市场无法有效运行的三大原因分别是CERs价格非理性波动、市场垄断和非法经营,解决这些问题的关键在于强化政府监管。政府对碳金融市场进行监管,一方面是为了保障碳金融市场有效运行,另一方面也是政府自身职能转变的要求。结合我国的实际情况,文章从组织机构、价值取向和法律制度三个角度提出了完善碳金融市场中政府监管的举措。

It has been proved that strengthening the government＇s supervision is an effective way to overcome ＂market failure＂,which exists in the operational procedure of the carbon financial market.Through a careful analysis of the basic situation of the carbon financial market,we concluded that the main reasons why the carbon financial market cannot work effectively include excessive speculation,market monopoly and illegal business activities.To solve this problem,it is very critical to strengthen the government＇s supervision,which is not only helpful in ensuring the effective operation of the carbon financial market,but also the requirement for the government to switch its functions.Based on the real situation in China,this paper proposed several effective measures for improving the carbon financial market from government supervision model,value orientation and the related legal system aspects.
