摘要
本文以我国的科技人力资源为研究对象,对中国科技人力资源发展研究报告中关于科技人力资源的测算方法进行了分析和解读,认为中国科技人力资源总量的测算需从深化理论研究、建立评价体系、构建专门的数据库这几个方面进行完善。
The competition among different countries in economy is a competition in science and technology, whereas, the competition in science and technology is actually a competition in human resources in science and technology (FIRST). Since HRST is of great significance to the country' s economic and social development, international community, especially foreign academia launched a lot of researches on them in recent years. Based on researches at home and abroad, domestic scholars try to put forward definitions and methods for measuring HRST. By analyzing the method for measuring China's total HRST in The research report on the development of human resources in science and technology (FIRST) in China, this paper mainly talks about China' s HRST and holds that the method for measuring China' s total HRST should be improved in several aspects, such as deepening the theoretical research; establishing a evaluation system and building specialized databases.
