对加强公安边防部队基层党支部能力建设的几点思考

Reflections on the Capacities of Party Branches at the Grass Roots Levels of the Border-control Forces under the Guidance of Scientific Outlook on Development

为加强公安边防部队基层党支部能力建设,必须着力提高基层党支部从政治上思想上建设部队、管边控边、强化自身建设、领导决策和依法办事的能力,在执勤执法和推进"爱民固边"中发挥战斗堡垒作用。

As requested by the scientific outlook on development,the capacities of the party branch at the grass roots level should be improved in the border-control forces to build the army politically and ideologically,to manage and control the borders,and to enhance the army＇s self-improvement,leadership ability,decision-making ability and the ability to perform the official duties according to law so that it can become the powerful fighting forces in the process of performing guard duty and enhancing the law as well as advancing the concept of ＂loving the people and securing the frontier＂.
