摘要
市场经济下的农村发展需要引入新的规划框架。本文将对国际粮农组织(FAO)提出的农村发展分权规划作简要评介,并认为这种以可持续发展思想为指导的、先进的规划框架有助于改进我国地方政府(尤其县级政府)的规划工作。
This article will introduce a new program framework named Decentralized Program of Rural Development,which was first suggested by FAO.We will discuss its advantages over the old one we used before,including its thought of sustainable development.We believe that this new program framework will help the regional governments (especially the county level)to do much better jobs.
