摘要
在建设皖江城市带承接产业转移示范区背景下,为探究示范区内企业R&D效率,利用企业相关数据和DEA模型,对皖江城市带各市和上海市大中型工业企业R&D效率进行了研究,结果表明:与上海市相比,皖江城市带大中型工业企业R&D整体效率水平较低,存在较大提升空间,其中只有滁州、马鞍山和池州三市DEA有效。进一步分析的结论认为,投入要素的配置和规模不合理是造成R&D效率低下的主要原因。为提高效率,企业必须合理配置各项投入要素,同时加强政府引导扶持,促进产学研交流与合作。
Based on the enterprises' data and DEA model, the paper researches the R&D efficiency of large and medium-sized industrial enterprises in Wan-jiang Urban Belt and Shanghai. The results show: Most enterprises have lower level of the R&D efficiency and have big room to promote. Most of the cities did not reach a DEA effective level except Chuzhou, Ma'anshan and Chizhou. Additionally, based on the result of further analysis, we think that the unreasonable scale and allocation of the input elements lead to this result. To improve the level of R&D efficiency, reasonable scale and allocation of the input elements should be concerned by the enterprises, and the government should strengthen the supports while an IAR system should be formed.
