Strengthening the Role of SDR in International Monetary System

文章分析了现存国际货币体系存在的种种缺陷和不稳定性。改革现存国际货币体系的终极目标是"全球信用全球管理"。在目前尚无法设立世界中央银行、创建世界货币的情况下,可以采取渐进的改革路线,核心内容是在多元化国际储备货币体系中增强SDR的作用,通过扩大SDR的发行规模、增强其国际货币职能来推动改革。

This article analyses the fact and causes of the defects and instability of the current international monetary system. It also discusses the ideal target of the reform and the difficulty in realizing the goal. It concludes that since it is impossible to establish a world central bank or a world currency at the moment, it is advisable to adopt a gradualist approach in pushing forward the reform. It provides a roadmap and timetable for the gradualist reform, the core of which is to strengthen the role of SDR in the international currency system that is composed of multiple reserve currencies through increasing the issuance and allocation of SDR to improve its function as an international currency unit.
