摘要
结合河南省高校第二次R&D资源清查的结果和历年数据,分析河南省高校R&D投入强度的概况和影响因素。河南省高校R&D投入强度整体偏低,主要影响因素包括科技经费投入规模、区域经济发展水平、财政支出结构等。运用GM(1,1)模型模拟并预测未来河南省高校R&D投入强度的走势。最后,提出的改进建议包括充分重视高校在科技活动中的作用、提高科技支出比重等。
Combined with the results of the second R ＆ D resources inventory on institutions of higher education in Henan Province and historical data, this paper analyzes the profile and influence factors of R＆D input intensity. R＆D investment intensity of institutions of higher education in Henan was low on the whole. The major factors include the scale of technology investment funds, regional economic development, and fiscal expenditure structure and so on. GM （ 1, 1 ） model is used to simulate and predict the future trend of R＆D investment intensity. Finally, suggestions include adequate aflention to the role of institutions of higher education in scientific and technological activities, and more expenditure for science and technology, etc.
