The secretary-Liu Qi proposed the specific context of ＂humanistic Beijing＂.According to this,the basic meaning of ＂humanistic Beijing＂ is ＂people-oriented＂ and ＂civilizating people with culture.＂ This means that the government is not only ＂people oriented＂,and meanwhile must continue to emphasize and adhere to national education and spiritual civilization,that is,at this stage,the government should use socialist core value system to guide and educate the masses of people.
