"十二五"时期,我国创新型国家建设将进入攻坚阶段。应大力提升自主创新能力,切实依靠科技进步和创新加快转变经济发展方式,为2020年我国最终进入创新型国家行列奠定坚实基础。加快组织实施科技重大专项,积极培育和发展战略性新兴产业,运用高新技术加快提升传统产业,大力提升科技改善民生的能力,前瞻部署基础科学和前沿技术研究,加强科技人才队伍建设,加大科技投入,改进和完善投入结构,深化科技管理体制改革,进一步加大科技成果转化力度,扩大和深化科技对外合作。

During the Twelfth Five-Year Plan period, building an innovation-oriented country is now going through a very difficult period. We should lay a solid foundation for building an innovation-oriented country in the year 2020 with the help of improving our capability for independent innovation, depending on science and technological progress, making innovation and accelerating the transformation of the pattern of economic development. We should speed up the implementation of major national science and technology projects, cultivate and develop the strategic new emerging industries, accelerate the improvement of traditional industries with the help of new and high technologies, improve the capability of science and technology for improving people＇s wellbeing, strengthen basic research and research in cutting-edge technologies, cultivate more talented people in the filed of science and technology, invest more in this field, improve investment structure, deepen the institutional reform of science and technology management, further strengthen application of advances in science and technology, and expand and deepen international cooperation in the field of science and technology.
