构建城乡一体化基本医疗保障制度的困难与对策探析

Exploration of Difficulty and Suggestions to Establish Urban-Rural Integration of Basic Medical Security System

我国基本医疗保障制度虽然已基本实现了制度的全覆盖,但在城乡之间发展不平衡,有悖于社会保障制度追求公平的价值取向。为了切实解决群众"看病难、看病贵"问题,实现人人享有基本医疗卫生服务的目标,必须建立能够充分体现公平正义理念,并切实全面覆盖城乡居民的基本医疗保障制度。文章围绕制约我国医疗保障制度城乡一体化的一系列瓶颈问题,提出构建医疗保障制度城乡一体化的对策。

Through basic medical security system having been almostly realized the coverage for all, there is unbalance between urban and rural areas on development of the basic medical security system in China. And it was contrary to fairness values of the social security system. So in order to effectively solve ＂difficult to access and expensive to access＂ medical care, establishing urban-rural integration of basic medical security system was very necessary and urgent to achieve the universal coverage target that everybody can enjoy the basic medical service fairly. The paper explored the difficulty that delay the urban- rural integration of medical security system and provided suggestions to conquer them.
