城镇居民基本医疗保险与新型农村合作医疗制度相衔接的运行情况分析报告:江苏省常熟市追踪调查之一

通过以新型农村合作医疗与城镇居民基本医疗保险制度衔接的试点地区之一江苏省常熟市为案例,对其运行情况进行分析。文章认为,常熟市在实施两种制度衔接后,充分发挥了卫生主管的优势,基金抗风险能力增强,就诊人次分流合理,费用控制效果提升。两种制度衔接工作是在城乡统筹发展理念支持下的必然结果。

Changshu City is the cohesion of New Rural Cooperative Medical Scheme and Basic Medical Insurance of Urban Residents. The paper believes that after the implementation of cohesion, the advantages of health department have been fully developed, the anti-risk capacity of the fund has been increased, outpatient and inpatient visits have been reasonably distributed, and the effectiveness of cost control has been improved. Therefore it is the inevitable result of support by the idea of urban and rural harmonious development.
