住宅质量管理体系中政府的角色定位

住宅质量的优劣不仅直接关系到人民群众的切身利益,而且关系到国家经济的持续健康发展和社会的和谐稳定。长期以来,我国住宅质量管理体系落后于住宅市场化的发展步伐,在住宅产权制度发生重大变化的情况下,质量控制的主体关系却不甚清晰,这使得政府至今仍然对住宅的质量承担着无限责任。这一角色定位夸大了政府功能,误导了社会公众,不仅违背了住房制度改革的初衷,不符合质量控制的一般规律,也会损害政府的公信力。因此,重新梳理住宅质量控制的主体关系,明确政府在住宅质量管理体系中的角色定位,重塑和再造住宅质量管理体系,是一个十分紧迫和必要的课题。

Residential quality is very important for the interests of the masses,even for the sustained and healthy development of national economy and social harmony and stability.For a long time,China＇s quality assurance system of residence has lagged behind the pace of housing market development.That the mainbody of quality control is unclear has still made the government bear the unlimited liability.This exaggerates government＇s function,and misleads the public.It not only violates the original purpose of housing reform,but also doesn＇t meet the quality control of the general laws and does damage to the government＇s credibility.Therefore,it is very necessary and important to recognize the mainbody of housing quality control,to classify the government＇s role in the quality assurance system,and remodel and reconstruct housing quality assurance system.
