环境约束下中国地区工业增长效率研究

The Study on Regional Industrial Growth Efficiency across China under Environmental Constrains

摘要 从地区工业层面对我国1998~2007年环境技术效率进行了测算分析,并利用面板数据实证检验了影响我国工业环境技术效率的决定性因素。结果显示,我国省域间的工业环境技术效率差异明显,东部地区工业经济增长与环境相对较为和谐。我国应在严格的环境管制下,加快工业经济结构调整和产权结构改革,加大自主研发和技术引进力度,确保我国工业经济沿着资源节约型和环境友好型的方向实现"又好又快"发展。 This article aims at establishing the measurement of environmental technological efficiency in China industrial sectors on the provincial level from 1998 to 2007,and testing the decisive factors influencing China's environmental technological efficiency by the panel data empirical analysis.It is found that environmental technological efficiency between provinces is highly unbalanced,and the relationship between economic growth and environmental protection in eastern area is relative harmonious.In the future,we should speed up industrial restructuring and push forward the ownership structure of economic reform,bring in independent RD and technology under strict environmental controls to ensure that the industrial economy achieves "good and fast" development in the resource-saving and environment-friendly direction.
