摘要
考虑救灾管理中有限资金的合理配置问题,将数据包络分析(DEA)与Nash讨价还价博弈模型相结合,建立了一类新的资金配置方法。该方法在保证资金配置效率的前提下,通过各决策单元(DMUs)对于评价标准权重的竞争与合作,得到唯一一组公共权重,在此基础上,形成所有DMU共同接受的资金配置方案,在实现资金高效配置的同时,确保了公平分配。最后,过算例说明了该方法的合理性与可行性。
This paper uses Data Envelopment Analysis(DEA) to solve the problem of how to allocate the limited funds among disaster-hit areas in disaster relief management.Based on DEA and Nash bargaining game,a new method of funds allocation by competing for the favorable weights regarding the evaluation criteria among decision making units(DMUs) is proposed.The idea yields a set of unique public weights,which leads to the common proposal of funds allocation accepted by all DMUs,so the funds are allocated not only efficiently but also fairly.Finally,conclusions are demonstrated by an example.
