On the instruments of science and technology governance

摘要从国际和国内视角探讨科技治理工具。国际科技治理工具包括超国家法律、嵌套性规则、监管式自治、集水区规则、规则转移、联合规则、相互认可与调试等7种;国内科技治理工具包括结构式控制工具、合同式诱导工具以及互动式影响工具3种。国际上,科技治理各工具之间的区分度不明显,且大都嵌套使用;1990年来的数据显示,我国科技治理工具的使用呈现出市场化、制度化、参与化的趋势。 This paper discusses the instruments of science and technology governance from international and national perspective.International science and technology governance instruments encompass supranational law,nested regulation,supervised self-regulation,catchment area regulation,regulation lending,syndication of regulation,mutual recognition and mutual adjustment;national science and technology governance instruments encompass institutional control instrument,contract introduce instrument and interactional influence instrument.On the international level,every instrument is implemented nested,and which differences are not obvious.The implementation of science and technology governance instruments in China is becoming market-orientation,institutionalization and participation according to the data from 1990.
