摘要
大学行政化表现为政校之间的关系和大学内部管理结构之间的矛盾运动。大学内部行政化主要表现为学术权力和行政权力之间的矛盾。大学管理中在学术资源分配、专业设置、课程设置等方面应当去行政化,而在财务管理、学生管理、后勤保障、安全稳定等方面应当加强行政化。完善大学法人治理结构、建立协调机制、突出教学科研地位、对机关作风进行科学监督,将有利于大学去“行政化”。
The administration inclination in university management is manifested as the paradoxical movement between the government--university relationships and the inner management structures in universities. The inner administration inclination of universities refers mainly to the contradiction between academic power and administrative power. In the process of university management, administration inclination should be excluded from such aspects as academic resources distribution, specialty establishment, curriculum arrangement, but it should be strengthened in financial management, student management, rear--service assurance, safety and stability, etc. To improve the corporate management structure, set up a coordination mechanism, stress the roles of teaching and scientific research, and effect scientific monitoring to officialism would be beneficial for the removal of administration inclination in universities.
