摘要中国公共图书馆曾因收费服务而受到批评,经过多年努力,现已全面进入了免费服务时代。理论界在继续促进免费服务,研究免费服务新问题的同时,需要跟随国际图书馆学趋势,着手研究收费服务问题。信息公平理论和管理效率理论是公共图书馆收费服务的基础。调查国外的公共图书馆收费服务,基本服务中的收费坚持公平原则。 Public library services in China has been criticized for the fee-based services.After years of efforts,it has now entered the era of fully free service.In addition to continue to promote the free services,discuss new problems of free services,the library theorists need to follow trends in international library science,studying the started issue of fee-based public library services.The theory of information equity and management efficiency is the base of fee-based services of public libraries.Survey shows that basis fee-based services of foreign public library have adhered to the principle of information equity.
