哈尔滨市初中师资均衡发展实践评价研究

摘要 师资均衡发展的对策与实践要从政策理念和政策效果两个角度进行评价研究。对哈尔滨市各项实践进行理念分析,通过学历、职称、年龄及师班比等指标,比较"十一五"期间初中教师队伍素质提升情况和教师资源优化配置情况,分析哈尔滨市初中师资均衡发展态势,以期为政策完善和进一步实践提供借鉴。 The measures and practice of balanced development of teachers should be researched from the perspective of policy concept and policy effect.By analyzing the practice concept of Harbin in terms of education,job title,age and class divisions and other indicators,this paper discusses the improvement of junior high school teachers' quality and optimal allocation of teacher resources during the Eleventh Five-Year and analyzes the balanced development trend of Harbin junior high school teachers in order to improve the policy and provide a reference for further practice.
