财政转移支付对民族地区公共服务均等化效应分析

Analysis on Effect of Financial Transfer Payment to the Equal Public Services in Ethnic Areas

因为地理自然环境恶劣、公共服务供给成本高等原因,民族地区地方财政无法提供与全国平均水平大体均衡的公共服务。一直以来我国对于民族地区都有财政倾斜政策,虽然财政转移支付对民族地区公共服务均等化有一定的促进作用,但是由于缺乏科学、有效的财政转移支付核算体系,民族地区内部之间存在明显的差异性,而且转移支付结构也缺乏合理性。今后我国财政转移支付应以公共服务均等化目标为改革方向,同时加强对财政转移支付资金的绩效评价和考核监督。

Because of the bad geographical natural environments,the high supply costs of public service,local finances of ethnic areas are unable to provide the public service as the average gross.The national regions has a preferential financial policy all the time,although financial transfer payment has certain simulative effect to the equal public services of ethnic areas,but due to lack of scientific,effective financial transfer payment accounting system,there exists obvious differences between internal national regions,and it also lacks rationality.The future of China＇s financial transfer payments shall take the equal public services goals as the reform direction,while strengthen the performance evaluation and examination supervision of financial transfer payment funds.
