A Probe intoJapan's Multilayer Defense Strategy

2010年12月,菅直人内阁的《2010年度以后的防卫计划大纲》和《2011至2015年度中期防卫力量整备计划》获得日本安全保障会议和内阁会议批准并颁布。新大纲主要体现了几个特点:一是以中国为主要假想敌,重组自身防卫力量;二是深化日美同盟,继续推进双方军事一体化;三是与美国联手,拼凑亚太多国联盟。尽管新大纲已颁布三个多月了,但由于受到各种内外因素的影响,其贯彻落实将不会是一帆风顺的。

In December 2010,'the National Defense Program Outline after 2010' and 'the 2011-2015 Midterm Defense Buildup Program' suggested by the Naoto Kan administration was approved by both Japanese cabinet conference and security guarantee conference and issued thereafter.The new outline revealed some new features of Japanese defense thought.Although the new outline has been issued for more than 3 months,its implementation will not be a smooth one owing to the effects of both internal and external factors.
