我国低碳社会综合评价体系研究——以浙江省为例

Construction of a Comprehensive Assessment Index System of Low ——Carbon Society Based on Data from Zhejiang

低碳经济必然与低碳社会相关联,随着低碳经济在全球的加速发展,低碳社会也随之发展。本文在以往学者研究的基础上,论述了低碳社会的研究背景,界定了低碳社会的内涵。从低碳社会的概念出发,以浙江省为例,从宏观视角构建能够客观反映低碳社会各个发展内容的综合评价体系,体系包括社会消费系统、产业能源系统、生态环境系统以及支撑系统,并运用AHP层次分析法,对评价体系进行权重划分。收集2003-2008年浙江省的相关数据,运用灰色关联度分析法对浙江省近6年的低碳社会建设进行评价,分析评价结果,找出浙江省在低碳社会发展中的矛盾与不足。并从政府,消费者,企业各个角度出发,提出相关的政策建议。

Low-carbon society is a new development manner appearing under the condition of global climate change and energy crisis.Based on others’ research,this article provides a critical review of the background and concept of low-carbon society.Proceeding from the concept of Low-carbon economy and based on data from Zhejiang Province,a comprehensive evaluation system is built to reflect every aspect of Low-carbon society,including social consumption system,industrial energy system,eco-environmental system and related support system from microscopic view.The AHP method is used to divide Evaluation system to a division.Then gray relevance analysis is applied to evaluate the development of low-carbon society in Zhejiang in the year 2003 to 2008.The result of the evaluation is analyzed to find out the contradict and deficiency in the development of Low-carbon society in Zhejiang Province.Finally,suggestions from the prospect of governments,consumers and businesses for the future construction of low-carbon society are offered.
