民营经济与区域经济联动发展的耦合机制——以浙江舟山为例

Study on the Coupling Mechanism of Integrated Development between Private Economy and Regional Economy ——For Example in Zhejiang Zhoushan

民营经济和区域经济在具有正反馈特性的耦合机制下联动发展。该耦合机制下,民营经济和区域经济犹如相互咬合的齿轮,通过要素配置角度的经济增长和要素流动角度的结构优化统一起来,民营经济系统和区域经济系统内部参量(即各生产要素)之间的动态关联和良性互动,使两者间存在协同发展现象。政府通过制度和财政收支对要素流动与要素配置变革产生作用,推动两者间的联动发展;而行业协会等非政府组织在耦合机制中起到润滑剂作用。通过对舟山民营经济与区域经济之间关系的分析,本文对两系统联动发展的耦合机制进行了经验性解释。基于此,本文认为,充分发挥政府等社会组织在耦合机制中润滑剂作用,对促进民营经济和区域经济在耦合机制下联动发展有重要意义。

The coupling mechanism of integrated development existed between private economy and regional economy in China,which has the positive feedback characteristics.Under the mechanism,like gears meshing with each other,private and regional economy can be united by economic growth viewed on factors configuration and structural optimization viewed on factors mobility,and integrated development exists caused by dynamic association and interaction of internal parameters between them.Through institutional arrangements and fiscal balances,government has effects to the flux and structural transforming of production factors,and then to the integrated development.Industry associations and other non-governmental organizations act as a lubricant in the role of the coupling mechanism.The paper takes Zhoushan as an example to empirical explain this coupling mechanism between them.Based on this,this paper argues,it is important to give full play of the lubricant effect of government and other social organizations to promote the integrated development between private economy and regional economy in the coupling mechanism.
