城中村社区乡村权力关系研究——以天津市S社区为例

A Study of Rural Power Relations of Villages in Urban Area—A Case Study of S Community of in Tianjin

村民自治中乡村权力关系失范的根本原因在于乡镇政府和村民委员会的角色冲突及功能错位。乡村关系的失范,实质上是国家行政权与村民自治权关系失范的表现。S村实行的镇政府领导下的"村带街"管理模式,虽然暂时解决了村务管理上的混乱局面,但是缺乏制度化保障。目前,需要探索一种合理途径,将现阶段镇政府、街道居委会和村民委员会在工作上的良好关系,通过制度化的方式稳定下来,为村内政务的顺利开展提供长期保障。

The root causes of anomie of power relations in villagers＇ autonomy is the role conflict and function dislocation between township governments and village committees.The anomie of power relations is,in essence,the anomie of state administrative power and villagers＇ autonomy.S village practiced the management model of ＂village with the Street＂ under the leadership of township government.Although it temporarily settled the chaos of the management of village affairs,it lacked of institutionalized guarantee.Therefore,it is necessary to explore a reasonable way to institutionalize sound relations between township government,street home Committee and the village committee at present so as to provide long-term guarantee for smooth development of internal affairs of village.
