非税收入管理是近年湖南深化财政改革、规范财政管理的亮点。湖南非税收入管理在完善公共财政体系、建设"两型社会"和构建和谐社会中发挥了重要作用。目前,规范非税收入管理已引起中央高度重视、规范非税收入管理在全国各省已呈燎原之势、湖南规范非税收入管理已具备良好基础,规范非税收入管理呈现出难得的机遇。应当进一步深化思想认识,更新理财观念,坚定全面规范非税收入管理的信心;加强调查研究,创新管理机制,重点突破全面规范非税收入管理的"瓶颈"制约;坚持以人为本,强化队伍建设,不断提高全面规范非税收入管理的工作水平。

Non-tax revenue management is the focus of financial reform and regulating management.Hunan provincial non-tax revenue management has played an important role in the construction of two-oriented and harmonious society.At present,there are opportunities for the management of non-tax revenue management,as great importance has been attached to it in the central government and local governments.We should update ideas and proceed the regulation of management of non-tax revenue management with confidence.Then we should take further research and create management mechanism to break through the bottleneck,and stick to be people-oriented and develop staff to improve the work.
