我国社会养老保险金支付风险防范机制研究

The Research for Mechanism to Prevent the Risks of Pension Payments in China

社会养老保险金是社会养老制度运行的物质基础,但我国养老金面临着各种各样的风险,各种风险最终都体现在支付风险上。在养老金的各种风险中,支付风险是最大的风险。本文着重分析我国养老金支付风险的原因及其防范机制。在分析原因的基础上,提出了防范风险的对策:开发、利用老年人力资源,积极应对老龄化挑战,这是我国解决养老金支付风险最根本的方法;加强对养老保险基金的投资管理,确保养老金保值增值;完善我国的养老保险制度,防范支付风险;国家通过各种方式,加大对养老保险的投入,弥补养老保险的转轨成本;扩大养老保险的覆盖面,加强养老金的征缴工作。

The social pension funds is the material basis of the social pension system running,but China＇s pension is facing a variety of risks,and risks are finally reflected in the payment risks.This paper analyzes the reasons for China＇s pension expenditure risks,and prevention mechanism of the risks.Based on the analysis of the reasons,we can put forward countermeasures against risks：firstly development and use of the human resources of the aged to respond actively to the challenges of aging is the most fundamental solution of pension expenditure;secondly in order to ensure increasing the value of pensions we should strengthen the management of pension fund investment;thirdly we can improve our pension system to prevent payment risks;fourthly China should increase investment in pension insurance by various means to make up for the costs of the reform to the old-age insurance system;fifthly we should expand pension coverage and strengthen the work of pension collection.
